Jeff Pursley is a Director at Parrish, Blessing & Associates. Mr. Pursley previously was the Executive Director of the Nebraska Public Service Commission. Mr. Pursley is experienced in regulations from both a private and public-sector perspective, as well as decision modeling, economic analysis, and public policy development. Mr. Pursley has worked in the utility sectors and in the areas of general economic and financial modeling. Mr. Pursley has extensive experience in the development, interpretation, and implementation of legislative statutes and agency rules and regulations at both the state and federal levels. He is a capable writer with experience writing and contributing to team efforts on orders, comments and briefs and has positively managed numerous projects.

Background:

Jeff Pursley has 30 years of experience in utility regulation, with extensive experience in telecommunications, state and federal universal service programs, broadband deployment, Next Generation and Wireless Enhanced 911 services, public policy development, financial modeling, and cost recovery. Mr. Pursley has more than 11 years of human resources management experience. Mr. Pursley served as the Executive Director as well as the Director of both the Nebraska Universal Service Fund and Wireless E911 programs.

At the Commission, he designed and implemented the State’s high-cost universal service program, beginning as revenue replacement program and transitioning to a forward-looking cost basis, targeting support to discrete, high cost areas and connection-based remittances. Mr. Pursley has testified in proceedings before the Nebraska Commission and the Nebraska Legislature, and prepared filings before the Federal Communications Commission and various state and federal Courts. Mr. Pursley developed and administered the Lifeline and rural tele-health programs.

Mr. Pursley has testified as an expert witness before the Nebraska Commission and the Nebraska Legislature on telecommunications and broadband policies. In addition to his policy work, Jeff has worked extensively with data modeling, forecasting, and data management. He has detailed knowledge of Microsoft Excel and the associated Visual Basic Programming and created accounting systems, financial and demand forecasts, automated creation of webpages, and systems to complete regulatory filings.

Jeff has worked with State Regulatory Commissions across the nation, the FCC, United States Congressional members, the Nebraska Legislature, county and municipal governments, state and national trade organizations, and various telecommunications and broadband providers. Mr. Pursley was active in universal service issues at a national level as a staff member of the Federal/State Joint Board on Universal Service and Chair of National Association of Regulatory Utility Commission’s (NARUC) State Universal Service Fund Administrators committee.
