Parrish, Blessing, & Associates, Inc. (“PBA”) was founded in 1993 by Don Parrish and Dave Blessing with a mission to provide quality consulting services to a wide variety of small to mid-sized clients in the telecommunications industry. The mission of the Firm has always been to provide empirical and analytical support to clients equal to or exceeding that enjoyed by much larger industry players. Over the years PBA has been instrumental in successfully advocating for changes in existing or proposed regulations, as well as, developing cost studies, rate designs, testimony and models for rate case proceedings and economic and strategic models to assist its clients in successfully navigating an ever-changing regulatory climate.
