Parrish, Blessing, & Associates, Inc. (“PBA”) was founded in 1993 by Don Parrish and Dave Blessing with a mission to provide quality consulting services to a wide variety of small to mid-sized clients in the telecommunications industry. The mission of the Firm has always been to provide empirical and analytical support to clients equal to or exceeding that enjoyed by much larger industry players. Over the years PBA has been instrumental in successfully advocating for changes in existing or proposed regulations, as well as, developing cost studies, rate designs, testimony and models for rate case proceedings and economic and strategic models to assist its clients in successfully navigating an ever-changing regulatory climate. In recent years, PBA has served clients in regulated industries outside of telecommunications in Alaska with the addition of Bill Wilks as a partner and the opening of an office in Anchorage.
PBA’s consultants also provide a broad range of management consulting and technical support services to these firms as well as state legislatures, regulatory agencies, law firms, venture capital firms, investment houses, and others that require quality analysis of today’s regulatory issues. PBA’s Telecommunications Practice is headquartered in Fairfax, Virginia within close proximity of the Federal Communications Commission. Our Utility Practice is based in Anchorage, Alaska. With over a century of combined experience in regulatory consulting, our consultants have served clients from the Caribbean to the Arctic Circle. PBA takes special pride in the fact that the vast majority of our clients have been with us for several years over the course of multiple engagements.
