David Blessing is a founding Principal of Parrish, Blessing & Associates, Inc., working mainly in the firm’s Telecommunications Economic Consulting practice. Mr. Blessing heads the firm’s efforts related to economic analysis, cost modeling and telecommunications rate development.
Background
Mr. Blessing has worked in the telecommunications industry for over thirty years and has extensive experience as a telecom employee and consultant in the areas of cost modeling, rate design, rate development, rate structure, incentive regulation and competitive issues. Mr. Blessing, an economist and statistician, prepares economic analyses in support of service pricing and evaluation of regulatory and corporate policies. He has testified before the U.S. Federal Communications Commission, state regulatory commissions and international regulatory bodies as an expert witness on a wide variety of subjects including forward-looking network economic cost modeling, broadband network cost models, rate design, competition, productivity, cost of capital, universal service, local service cost studies, alternative regulation, reciprocal compensation for network usage, international settlement rates, interconnection policy, and interconnection pricing.
Most recently, Mr. Blessing has focused on assisting telecom providers with the transition from voice-centric markets to ones centered on broadband. He has built economic cost models for broadband networks that were filed in the current Federal Communications Commission proceeding related to federal support for broadband deployment as well as in State Universal Service reform proceedings. He has worked with clients to determine network interconnection policies in a broadband world, including the estimating interconnection costs and prices. Mr. Blessing has developed several economic cost models for voice, data and broadband networks that have been used in local rate investigations, interconnection contract arbitrations and state and federal universal service proceedings across the United States. He has also assisted clients developing and pricing service bundles including regulated services and deregulated services such as wireless and broadband.
Prior to beginning his consulting career, Blessing held the position of Senior Economist at Frontier Corporation (Rochester Telephone Co.) and he began his career as an assistant professor teaching economics and finance at Nazareth College of Rochester. Mr. Blessing holds a Bachelor of Arts degree in Liberal Arts from Kalamazoo College, a Master of Arts degree in Economics from Fordham University and has completed all requirements towards a Ph.D. in Economics at Fordham University except for the dissertation.
